THE STATE POLICE OPTION TO INTERNAL SECURITY:

The clamour for creation of State Police has dominated the political landscape in recent times. Leading the School of thought for are mostly Governors of the Southern States with Former Presidents Ibrahim Babangida and Olusegun Obasanjo. According to this line of reasoning internal security will thrive better only if the States own and control its 
contingents. Arguing further, the past glory of the moribund Native Police is reference point. On the other side are Northern Counterparts backed by Committee of Former Inspectors General of Police led by Gambo Jimeta, Informed Opinions holders, the Opposition Parties, Human Rights Groups, Civil Society Organisations, NGOs etc. Here the antagonising view dismissed the demand as subtle attempt to dismembered the Union. Stating further that the status quo only demand adequate funding to improve performance. According to Gambo Jimeta it as demand for "crude force by the States".



Analysing the trends of the debate it appears there is a disconnect from the proponents of the demand as to the chemistry of power relations of Nigerian Federation or a conceal motive. If the demand is not a misconception, certainly, it cannot be guided by patriotism rather a quest for crude power monopoly. Opposing views fear that the demand is intended to secure force for muzzling perceived political opponents.

What remains unclear is, must the internal security be put at the command of the States for it will be effective?
If so, how effective have the States been with the management of huge resources meant for developments?
If Statutory allocations are remains un accountable by the same States what is the guarantee that they will become born again with State Police?
To whom much is given much is expected.


In any case the power relations of Nigerian Federation presuppose a strong power base at the centre with a weaker automous component units opposed to the USA Union where there is considerable devolution of powers to the Federating units. The centre has no business with Education, Health, Agriculture, Environment, Internal security etc. All these are reserved for the States. The States have Supreme Courts with exclusive jurisdictions on matters peculiar to them.


There is doubt that every Federal Constitution is fashioned based on historical evolution of the union. Our Federation was developed from the merger of 1914 upon the convenience of Colonialisms. It has been sustained so since independence, so any demand for vertical control of force will be federal suicidal with attendeant consequences for the Nation. This may lead to coronation of Emperors at the States who may set aside the rule of law for whims and caprices. Even now what is happening in some States is unimaginable?


To demand for State Police without corresponding devolution of responsibilities will tantamount to power brigandage which is hypocritical to national cohesion. There can be no power donation without corresponding check mechanism, How will the excesses be regulated? Certainly not through the Courts, because the State Chief Executives had penchant for disobedience for Court decisions.

To me this demand requires critical surgery of power configuration of the exclusive legislative list of the Federation. Responsibilities dealing with these sectors, Health, Water Resource, Education, Agriculture, Commerce, Tourism, etc be devolved to the States, while the Centre concentrates on issues that will enhance national harmony.
Granted the security challenges call for revisiting the fundamental basis of the federation. Certainly, it is not State Police that will be the solution.The question of immunity of executive powers is more critical than State Police. Imagine that executive powers is exempted from criminal prosecution even if the holder picks a gun and spread a population it will have to wait until expiration of tenure.

No wonder, some State Executives give effect to only Court rulings that confirmed them duly elected even when they knew how they were returned. Even without the State Police, public outcry about the manner State Independent Electoral Commissions is manipulated portrayed inherent abuse associated with state executive power. Results for Candidates of Party in government is usually prepared before the elections and when such results are upturned by ballots, the winners may be declared at Collection Centres but Certificates of Returns are issued to losers who are subsequently inaugurated. This anti democratic posture of state executives is responsible for incessant crisis in most States.

The Local Government system is considered personal estates of State chief executives where the First Lady is Sole Administrator. Resources meant for the system is deducted at source for servicing the empire of their families. Since no credible election is usually conducted the Local Councils executives are mere puppets to facilitate diversion of Funds. Despite huge allocations to Local Government System most States have not been able to pay #18,000 minimum wage. In some States the Local Governments have been on strike for over 4-5 months, while others under key and lock. 

Experience has shown that most assassinations of the oppositions are state sponsored. Therefore, impunity is protected, while at terminal of power State Chief Executives graduates to either Upper Chambers or better still abandoned handing over to their Deputies for refuge in foreign nations to spend their loots. All these are done to evade prosecution. Since this dispensation non of the occupant of executive powers have been convicted except James Ibori but then in London. What is available here is protracted criminal proceedings that suffer natural terminal.

The Oath of such Offices demands doing justice to all manner of people. Ironically the executive powers is manipulated in most instances to sponsor hatred, bitterness, religious bigotry and ethnic chauvinism. Instances abound where state power instead of been employ to protect citizens, is mobilized to cause divisions so as to justify looting in the name of security votes. Will State Police help or escalate in the circumstance?

Conscious of the heterogeneous nature of the Nigerian Federation, Section 14 of CFN, 1999 as Amended provides for equitable distribution of positions and resources to foster national integration.
Lamentably, what is obtainable in most crisis prone zones is politics of exclusion, where family members constitute state executives assisted by handpicked surrogates to facilitate public kleptomania.

The Constitution to the Nigerian Czar is only useful for Oath taking during inauguration, where he showcase himself as new occupant of either State House or Government Houses. Anything after this is mere bunkum. 
The only alternative to security challenges is good governance, justice and equity but not State Police.

The insulation of executive recklessness under immunity is mundane and should be expunge from our Statute books. Executive malfeasance in furtherance of public interest can be protected. But a general exemption of executive powers is at best creating sanctuary for criminality. Nigerians must analyse the current situation objectively free from bias or prejudice. 

Terrorism is crime against humanity which threaten the foundation of peaceful co- existence. It requires collective determination to deal with it. From the experiences of Kenya and the USA, no doubt mutual cooperation between major religions is the take off point for combating the menace. Trading of blames or reprisal attacks will only orchestrate social acrimony. It will assist in widening the gap to the advantage of insurgency.

Nigerians must accept that terrorists are disgruntled elements on parochial mission that lacks the mandate of Islam. So also kidnappers, rapists and armed robbers prevalent in Southern Nigeria neither have the blessings of Christians or Traditionalists.

The bombing of worship places is condemnable but is no justification for streets and highway carnage. Once Nigerian Christians and Muslims realise this and foist common collaboration based on the Kenyan model, terrorists will have no hiding places.

For the State Police, it appears like power beneficiaries of the day are prepared to subvert the legal order by replacing it with one that will elongate tenure. But in view of the perceived resistance, the kite of State Police is flown to massage the sentiments of people in crisis areas. Otherwise, how can people who cannot manage resources be further entrusted with force? Why has there been complacency with the question of good governance but advocacy for State Police is with trumpets? At whose advantage will the State Police be? What is wrong with the Federal Police? 


The train-like convey of State executives is made up of Federal Police which has been effective in protecting them and their families so what is the problem with Federal Police? Not been willing to be used for the elimination of desident opinions?
No body will arm a mad man in the filling station with matches and claim ignorance of the grave consequences.
On Federal Police, I stand.

THE QUEST FOR PEACEFUL CO-EXISTENCE IN NORTHERN NIGERIA, THE CHALLENGES OF YOUTHS:

Introduction:
Events unfolding within the geo political entity known as Nigeria in recent times have generated debates within political parlance about future of the federation. Of great concern is the increasing profile of violent crimes, religious and ethnic tension. Economic and social activities have been paralyzed in most commercial cities thereby leaning credence to the debate that the state of union is in near jeopardy. Security challenges have dominated every national discourse. The insurgency question has been so much exaggerated and mystified that fear with mutual suspicion determines every aspect of public relationships.

The capacity of the state to contend with these challenges obviously is below human expectations. It is argued by some Analysts and Public Commentators that since the insurgency (Boko haram) originated from the North and their activities for the time been has been limited to the Northern states therefore it is a conspiracy of Northern political class to destabilize the country because they are out of power. On the other side, it is view by some religious bigots as an Islamic machine to Islamize Nigeria.

The latter School is popular among some Christians while the former is a political theory of some Southern politicians. Either way the situation is assessed the Northern States are in a dilemma as a result of ravaging hunger, poverty, unemployment, corruption and above all rising profile of security challenges. The summary of these developments resulted in the clamour for a National Sovereign Conference, (NSC) as a way of resolving certain national questions. Peace in the North means the country will be peaceful. This is where the choice of the topic and the audience is relevant.

Conceptualization:
Youth is time of life between childhood and adulthood otherwise referred to maturity, Macmillan Dictionary for Students, Macmillan, Pan Ltd. (1981) Page 115. Definition of the specific age range that constitutes youth varies. An individual’s actual maturity may not correspond to their chronological age, as immature individuals cold exist at all ages.

Around the world the term youth, adolescent, teenager, kid and young person are interchanged, often meaning the same thing and occasionally differentiated. According the Webster’s New World College Dictionary, Youth generally refers to a time of life that is neither childhood nor adulthood, but rather somewhere in-between.
Youth also indentifies a particular mindset of attitude, as in he is youthful. The term youth is also related to being young. Arguing in favour of the former Robert Kennedy in his work, “Day of Affirmation”, University of Cape Town, South Africa, June 6, 1966, has this to say, “this world demands the qualities of youth: not a time of life but a state of mind, a temper of will, a quality of imagination, a predominance of courage over timidity, of the appetite for adventure over the life of ease” 
Youth is an alternative word to the scientifically-oriented adolescent and the common terms of teen and teenager. Another common title for youth is young person or young people.

The age in which a person is considered a youth and thus eligible for special treatment under the law and throughout society varies around the world. According to the United Nations General Assembly and the World Bank (Youth at the United Nations Website and Children and Youth World Bank website) “Youth are those persons between the ages of 15 and 24”. The Commonwealth Youth Programme works with young people (age15-29) Alternative Homes for Youth Incorporated defined “Youth as an individual from 13 through 19 years of age”, while the World Health Organization conceived “Youth as any member of a society between the ages 15 and 34”.

In Nigeria there is no generally accepted definition of youth. The concept is conveniently manipulated in favour of prevailing social dynamics. The age of 18 is recognized by statutes as the age of criminal liability and qualification for holding public responsibilities. The only attempt to define youth is contained in the National Youth Policy which defines youth as any person within the ages of 18 and 35. Even this provisions is observed more in breached so much that in the National Youth Council of Nigeria majority of the officers are in their late 50’s and early 60’s.

Little wonder the National Youth Leader of the ruling party is said to be over 60 years of age, a scenario that defeats the hope for the upcoming generation. The graduation with the definition of the concept youth from the older generation to the graves without consideration for future has been contended as a major factor responsible for distrust that contributed to current social instability. Unless efforts are mobilize by the advance generation to regularize this negative trends of social development mutual suspicion will continue to grief the society and conflict will ultimately be domesticated.
The saying that the youth are leaders of tomorrow must be guaranteed practically. Concrete policies for realizing this ideologue must be demonstrated to create avenues for re-orientation of the youths in preparation for higher responsibilities. Therefore, there is need for the Northern Governors Forum to develop a Youth Development Policy that will be uniformly implemented with sincere commitments to regenerate confidence of youth as panacea to conflict situations.

Peace is a state of harmony characterized by lack of violent conflict, commonly understood as the absence of hostility, peace also suggests the existence of healthy of newly healed interpersonal or international relationships, prosperity in matters of social or economic welfare, the establishment of equality, and a working political order that serves the true interest of all. Peace in international relations is not the absence of war or conflict, but also the presence of cultural and economic understanding.

From Latin pax, meaning, “freedom from civil disorder”, the English word came into use in personal greetings from the Thirteen Century as a translation of the Hebrew word shalom.  Such a translation is, however, imprecise, as shalom, which is a cognate with the Arabic, “salaam”, has multiple other meanings in addition to peace, which includes justice, safety, well-being, prosperity, equity, prosperity, good fortune, and friendliness. At a personal level, peaceful behavior are kind, considerate, respectful, just, and tolerant of others; belief and behavior…tending to manifest goodwill?

This later understanding of peace can also pertain to an individual’s introspective sense of concept of her/himself, as in being “at peace”, in one’s own mind, as found in European references from the twentieth Century. The early English word is used for “quet”, reflecting calm, serene, and meditative approaches to family or group relationships that avoid quarreling and seek tranquility…an absence of disturbance or agitation.
In many languages the word peace is used as a greeting or a farewell Salaam, for example the Hawaiian word Aloha, as well as the Arabic word Salaam. In English the word peace is occasionally used as farewell, especially for the dead, as in the phrase ‘Rest in Peace’.
Religious beliefs often seek to identify and address the basic problem of human life, including the conflicts between, among and within persons and societies.

Christians believed Jesus of Nazareth to be the “Prince of peace, the Messiah Christ who established a Kingdom of Peace where persons, societies, and all of creation are to be healed of evil. For persons to enter the Kingdom and experience peace, Christians believed that one must develop a personal relationship with Jesus Christ, who stated “Come to me, all you who labour and are burdened and I will give you rest. Take my yoke upon you and learn from me, for Iam meek and humble of heart, and you will find rest of your souls. For my yoke is easy, and my burden is light”, (Mathew 11:28-30)

While Islam means submission. The title “Muslim” etymologically directly related to Salaam and the name Islam means a person who submits to Allah in Salaam. The submission to Allah (the Arabic proper noun for “God”, One and only) is based on humility.  An attitude of humility within one’s own self cannot be accomplished without total rejection of violence, and personal attitude and alignment toward peace.

These two dominant religions in Nigeria advocate peace and humility and de-emphasized violence. So how can one reconcile the current wave of socio religious and ethnic conflicts that characterized most parts of Northern States where majority of the people profess these religions? What can be responsible for the collapse of both moral and spiritual values to the extent that incessant killings of fellow human beings has displaced the humility and peace demanded by God?

Northern Nigeria is the geographical expression lying between the Rivers Niger, Benue and the Republics of Cameroon, Chad and Niger. It is three quarters of the entire land mass of the country and made up of over three hundred and fifty ethnic nationalities, with diverse languages, customs, traditions, religions and cultural heritage. Politically, Northern Nigeria is configured into North West comprising of kaduna, katsina, Kano, jigawa, kebbi, sokoto, Zamara states, while the North Central includes Kwara, kogi, Niger, Nasarawa, Plateau, Benue, Taraba States and the FCT. The North East is made up of states like Bauchi, Gombe, Yobe, Adamawa and Borno.

Social Harmony in Northern Nigeria.
The Northern States enjoyed considerable socio-political cum religious stability for long until in the early Eighties when religious fundamentalism provoked social convulsions with the Maitasine crisis in Kano, Bulunkutu in Borno State, Yola in the then Gongola State, Kafanchan crisis which later spread to Kaduna and Katsina in the then Kaduna State, etc. This doctrinal shift in religious paradigms was not limited to any of the dominant faiths but evolved simultaneously from the late Sixties and erupted into violent conflict situations during the Second Republic with attendant consequences on peaceful co-existence and social harmony. What went wrong?

Many reasoning has been engaged by Scholars to re construct the shift in social harmony which has become a culture with violence dominating the Northern landscape. Of great concern is the introduction of armed struggle as means of realizing set objectives. It has been contended that rising ideological differentiation within religious groups has heightened the culture of intolerance between the heterogeneous nationalities of Northern Nigeria. These ideological driven groups earlier emerged as puristic movements but gradually metamorphosed into violent confrontation within the same religion or the state. Religious mandate from Holy Scriptures is usually referred to as the motivational drive and obedience to Almighty God becomes the creed. Anything opposed to the contrary generate hostility that usually occasioned heated debates with ultimately violent clashes.

No doubt, fanaticism as a variety of Northern religious ideology has contributed enormously in escalating conflicts however, it does not proffer acceptable justification.  It looks more of an escapist theory intended to evade critical evaluation of the issues at stake. Granted fanatically driven ideology has impacted negatively on our national polity but something might have provoked it.

On the other-side of the debate are those who opined that ideological differentiation has been in the Northern States and that communities had enjoined peaceful co-existence. It stated that the question of disharmony is outside religion but there are political forces that manipulate the religious environment to advance parochial interests. It is further submitted that the collapse of the political institution is a major factor instigating ideological embers of discord considering the diminishing welfare conditions of majority of the populace. Early Greek Political thinkers like Democritus, had laid the philosophical frame work of this reasoning when he postulated “that since modern civilization has failed man, man should revert to the state of nature and cohabitate like the animal kingdom”. This extreme solution suggests that failure of political leadership can provoke serious frustration with attendant socio-political consequences.

Little wonder, the failure of leadership in Nigeria coupled with injustice perpetuated by the ruling class led to the emergence of arm carrying groups. From the Niger-delta militancy to OPC, Bakasi boys, MOSSOB, endemic human carnage of Plateau and Kaduna States up to Alih Sunnah lidah wati wal Jihad, are indices of leadership malice. At the centre of leadership collapse is brazen corruption with impunity. The display of ill gotten wealth by the ruling class definitely has created frustration within the upcoming generations questioning whether the saying that the “youths are leaders of tomorrow” is not mere subterfuge. If at the age of fifty in this country, yet one is not qualify to hold the position of National Youth Leader of a political party, then where lies the hope for a tomorrow?

It is therefore academic fallacy to conclude that the concept boko haram meaning “Western Civilization is prohibited” originated from the Alih Sunnah lidah wati wal Jihad struggle for justice. It has existed as far back as 4BC in the ancient Greece. The difference here lies with strategy employed for prosecution, while Democritus advocated civil disobedience to drive his ideas the latter adopted armed struggle.

Taking critically review of these theories then applying same to Northern States, it factual that leadership failure as a result of abandoning welfarist philosophy of founding fathers for ostentatious family empires. This has created both moral and institutional decay that bred frustration and hatred amongst the peoples of Northern States.

Religion and ethnicity, a crafted strategy for keeping the people perpetually divided, while the crisis persist funds are looted from public treasury in the name of security votes. The masses share a common denomination of poverty, hunger, unemployment but they are often deceived that the basis of intolerance is religion. And as they continued with killings of one another the ruling class with their families is either in Abuja, Egypt, Dubai, China or any part of Europe watching them on international channels with cups of coffee. What an irony?

Of course, if the conflict situations is propelled by religion as we are made to belief why has the casualties been reduced to only the poor? Why has the crisis remained within the settlements of the commoners and has not affected any of the Government Reserved Areas? In any case what is the religion of poverty and what is the tribe of hunger? It is my opinion that the day the poor people provide answers to these questions then there will be enduring peace in Northern States.

Ahmadu Bello, the Sarduana of Sokoto and Premier of Northern Nigeria was a great leader who never promoted ethnic chauvinism or religious bigotry. As a Muslim he accommodated Christians and other non Muslims in his leadership. This was a man who took Audu Micheal Buba to Mecca even as a Christian. To Sarduana, leadership is distinct from wealth accumulation, any person with crave for material accumulation has no business been in politics. This father of the Northern Region along with other leaders like Aminu Kano, J.S Tarka, Abubakar Tafawa Belewa though had their political and religious differences considered the interest of the North as paramount and stopped at nothing to defend it. No wonder, the ideology of “one North, one people, one destiny”. Where are the Sarduanas, Tarkas, Aminu Kano and the Tafawa Balewas of the North today?

Contemporary Challenges:
Religious and Ethnic intolerance: Christians and Muslims locked horns in human carnage claiming to be serving the will of Almighty God who created life. The manner these differences had contributed to social convulsion is beyond conception. I have as a person always questioned the rationale of this line of human reasoning. The Holy Bible says “God created man in His own image and likeness” meaning that man is the image of God on earth. So if you kill another human being you are destroying the image of God. More so that the Ten Commandments say “thou shall not kill”. Here the Scriptures does not provide for justification for shedding innocent blood.  So where do those who killed in the name of Christianity derive their authority?

Historically, there has been no any war between Christianity and Islam. The two religions have complimented the efforts of each other in times of external threats. It is on record that early Muslims were provided refuge by Christians. To be precise, at the formative stage of Islam, the pagan authorities in the Arabian Peninsula of Mecca attacked Muslims because it was considered as threat to Mecca establishment.

In a reaction Prophet Muhammad Bin Abdullah (Peace be upon Him) asked his followers to go to Abyssinia, which is today’s Ethiopia. He said there was a King, a Christian but a man of justice. Of course early Companions were provided asylum by King Negus of Abyssinia.  He resisted diplomatic efforts by the Mecca authorities to extradite them because according to King Negus, their religion and my religion originate from the same source, because it believed in Jesus as the son of Mary.

In a letter of appreciation written to King Negus by Messenger of God, Mohammed, He stated in categorical terms that there is no jihad against the Christians because they are alif littaf. He further instructed Muslims not to raise their hands against the Christians or their worship places. Why has Christians and Muslims of the Northern States abandoned these leadership virtues of these great Spiritual leaders? Are we today more pious than them? Certainly No, except that we are more corrupt than them. We have politicized religion as an enterprise not for the service of God but for the projection of self aggrandizement. Religion belongs to God, He alone chooses who to give and when to give and where to give, it is His ultimate mercies.

Social Injustice: the discrimination of certain ethnic nationalities as settlers in the Northern States has inflamed the conflict dimension. This phenomena entails denial of basic citizen rights to populations considered non indigenous. The indigene-settler dichotomy even though unconstitutional is well entrenched in sub consciousness of the leadership of most Northern States.

Even though some ethnic nationalities have stayed for over two hundred years and melted into the social system of such communities they are yet qualify to be citizens of those States. This ugly scenario is notorious in Taraba, Benue, Nasarawa, Plateau and Kaduna states. It has led to different clashes between Tiv/Jukun, Tiv/Alago, Tarok/Hausa-Fulani, Berom/Hausa-Fulani, Kataf/Hausa-Fulani etc. The dangerous trend the conflicts dimension has taken is the indoctrination of ethnic hatred as part of the social values in most of the affected areas. There is no doubt that the future can better be analyzed within the parameters of this negative development.

Poverty, hunger and unemployment: The essence of leadership in social context is improving the welfare of members of the society. Significantly is protection of lives and properties of citizens, creation of conducive environment which in turn will create wealth for the system. Northern Nigeria over time has abandoned leadership role, consequently there has been increase in poverty, hunger and youth unemployment. The trio is social vices that destroy capacity building of a society by impoverishing the citizens thereby exposing them to easy manipulation for violent culture.

Where the society is properly organized with citizens dutifully engaged in economic activities, then violent culture will be minimized to zero tolerance. This is because the citizens will be stake holders with vested interest in society. On the contrary, where the citizens are isolated as it is now the case in the Northern States where poverty, hunger and unemployment inflicts excruciating pains on the citizens reducing them to mere tools for use by those who have accumulated enormous wealth will not augur well for peaceful co–existence.

 Even though the Northern States lack nothing in terms of natural resources, these have not been properly exploited for the benefit of development. Instead, the various State governments over depended on Federal allocations which if maximize for harnessing the rich potentials will have alter the status quo.

Indeed, the current security challenges can be factored within the theory. People are so poor that what to eat as human beings are insurmountable hurdles. I shed tears in Jos one day when at a car wash an elderly woman with her granddaughter has nothing to survive on except to pick mangos from a tree. The situation is so bad with that people have resorted to the state of nature for survival.
The consequences of leadership immorality has generated serious contention in human resource development, as a result all variants of violent behaviors have dominated social relationships. Minor gestures can provoke explosive reaction due to tension created by poverty, hunger or unemployment.

Therefore, it is imperative that in seeking solutions to peaceful co –existence within the heterogeneous social system, genuine efforts must be tailored towards combating social malice like poverty, hunger and unemployment. As a people with common destiny the need for patriotism as corner stone for fostering integration must be given priority. Conscious policies of understanding of the Northern social system must be develop as curriculum for all processes of socialization.  

The Northernization policy of Sarduna of Sokoto was to mobilize togetherness of the people towards building a virile society despite the diversity of the Northern Region. It contributed in no small measured to build patriotic northern spirit. Anywhere, the people go they were proud to identify themselves as Northerners. Is the situation the same today?
Patriotism as fuel for evolving national consciousness has been replaced by ethnic chauvinism pioneered by fanatical variant of religious bigotry. These negative tendencies are re-enforced by bad leadership in collaboration with parochial sentiments for ethnic nationalism. The Northern States will be better for it when human development will focus on developing patriotic and selfless leadership patterned on the philosophy of founding fathers.

The search of durable harmony in a heterogeneous society like the Northern States will remain mere lips service without viable economic foundations. Over depending on Oil resources as means of economic sustenance is counterproductive. There is the need for the Northern political leadership to evolve an economic blue print that should be consensus of the Northern Governors Forum which shall be religiously implemented to kick start the economy. The non chalant attitude of leadership to critical segments of development must be reviewed. It explains the ongoing clamour for National Sovereign Conference. Proponents of disintegration erroneous believed that Northern States are mere leeches’ parasiting on oil resources without commensurate contributions to justify drawing from the national treasury. 


Personally, I believed we gave them the basis to insult our corporate integrity.
On the strength of this thought, Northern States citizens are targets of humiliation in most Southern cities. The point is Northern States have nothing to lose in disintegrated Nigeria, because real estate assets and investments of Sothern States citizens in Northern States is more than oil resources. Also, the agricultural resources of Northern states are the highest indices to Nations Growth Domestic Products (GDP), therefore, what is the fear? Northern States can do better only if political leadership concentrates on effective utilization of the unexploited natural resources.

There was no oil when tin, ground, cotton and hides and skin was the main stay of the Nation’s economy and foreign reserve earner. The Northern States should reverse to this economic foundation as spring board to launch itself among competing global economies and refrain from the oil dependency theory.

The future of Northern Nigeria:
Having analyzed contemporary challenges of peaceful co-existence and integration with focus on the role of the youths, it is further suggested here that the following measures is key to the attainment of integrated harmony among the groups in Northern Nigeria:
(a)  Total commitments to peace and social harmony capacity building.

(b)  Injustice any anywhere is a threat to justice everywhere; there must be deliberate policy of evolving justice in all social systems. Discrimination of all forms must be discouraged. Inter marriages between the diverse peoples and cultures must be pursuit as a conscious social policy.
(c)  Poverty is at the centre of all human vices and must be challenge frontally with all the desire zeal.

(d)  As an interim measures, governments of Northern states should contribute five hundred million Nara in a common purse for the establishment of Poverty Eradication Commission with the Head Office in Kaduna. There will be Zonal Offices in the three Zones, North East, West, and Central to be manned by Zonal Coordinators, while States, Local Governments and Ward Offices respectively should be established. The funds should be managed by reputable persons chosen on merit and credibility from all the states appointed as Trustees. This economic shock absorbers measure should engage the unemployed productive segment of the society in all sectors of the economy. Thereafter, all previous economic blue prints should be considered. It is a necessary measure because an empty stomach does not hear the voice of gospel.

(e)  The security challenges of the Northern States ranges from religious to ethnic strife, violent crimes, drug addiction, prostitution, looting, election rigging, etc. All these are crimes associated with lack of legitimate leadership. Electoral processes are not credible and even beneficiaries of such processes do not even carry the people along.
Governance has been converted into management of personal estates only for occupiers of Government Houses and family members, surrogates, committee of friends etc. With this style of leadership peace will continue to elude us.

We must agree to live by the dictates of our faiths and remember that God will hold every soul accountable for stewardship on earth. The traditional method of security which involves traditional institutions has to be re invigorated. Governments should invest more of the security votes on these methods against the background of current wastage on Joint Task Force, Special Task Force and whatever form of Task Forces that produce little or no results instead it militarized the polity.

(f)  Northern States must restore its political identity as custodians of the Nigerian Project and in realizing this it cannot close its eyes to political developments in the Southern States. Northern States must adopt its own political party just like other places, all states, National Assemblies, state assemblies and Local Councils elections must be on this platform, then at the centre there will be negotiation of power.

(g)  The attitudes of public office holders in dealing with the question of good governance must be anchored on selfless service. The people must be seen as tall stake holders in governance and not tools of domination by their own very people. Corruption has destroyed the social fabric of our inheritance as a people. For Northern States to play its traditional role as buffer of Nigerian politics, corruption must be fought to its nearest minimum. Public officials must be held accountable for their actions and criticisms of wrong doing cannot be criminalizes or denied access to economic mainstream of the state based on political opinions.

(h)   Education is the only assets Northern States has to be relevant in the political configuration of the geo- political entity called Nigeria. The present state of educational development has no link with the vision of the founding fathers. The school system must be places of socialization and not mere avenues for engagement of the youths. The system must be fashion based on culture, traditions, values and beliefs to accommodate psyche of active participation. It therefore, requires leadership by example, where children must be given equal opportunities against the background of some studying abroad while the children of the poor languished in unfunded school system here at home.

(I)  The God given pride of Northern States is agriculture. It is this sector that sustained the Northern Region. It was the main stay of Nigerian economy before the curse called oil was discovered. Today, this vital sector still plays a fundamental role in driving the economy but at subsistence level.

The embarrassment suffered by the peoples of Northern Nigeria as a result of the neglect of this sector explains contemporary National discourse on the future of Nigeria. The disservice of un-visionary leadership cannot be pardoned by posterity. May I asked, do we deserve the insults we received from our brothers in the Southern part of this country? Why are leaders so insensitive to these incessant attacks hauled on the people of the Northern Nigeria? Are we mere parasites depending on oil resources without any contributions to the national economy as it is argued? Simply put the answer, the leadership abandoned God’s gift of agriculture for oil, while the people are been humiliated.

We must retrace our steps back to where we missed it. In doing this, ground nuts pyramids must return, cotton production must return, hides and skin must return, tin mining must return, irrigation farming must return, and then we sing the songs of our founding fathers, One North, One people, one destiny. Anything short of these will reduce as to mere pawns in the political ball game of the Nigerian federation.

Conclusion:
Finally, the Hausa adage that “mutuwar uwar adashe ba karshe adashe bane” is germane in canvassing the position of Northern States as the debate for the National Sovereign Conference heats up. The North has equity in whatever today is referred to as oil in Nigeria. It was from the resources of Northern States that Lagos, Calabar, Port Harcourt and other Southern cites were developed. Even the oil exploration equipments were acquired with resources from tin mining, ground nut, cotton, hide and skin from Northern State.

Therefore, it is fraudulent to demand resource control without discharging the equity on it. Before control, all equities on the resources must be discharged and this should be the beginning of the national debate and not employment of cheap blackmail to rob other segments of their rights. The oil remains birthright until the equity's discharged.

The Nigerian federation I agreed is due for restructuring. The imbalance in the revenue sharing formula is responsible for underdevelopment. The centre is strong and lucrative which breeds unhealthy completion and gravitation to the centre. The formula concedes enormous wealth for the federation which has no relevance to welfare of citizens. The wages of Ministers, Special Advisers, and Members of the National Assembly in a year is more than the entire annual budgets of six states in the Northern Nigeria.

The wasteful allocation of resources to some states based on derivative principle which is been looted by public officials instead of developments requires review. Therefore, for a healthy federation and rapid development the revenue formula should be restructured in this order, Federal Government- 25%, Sates-30%, Local Governments-45%. Therefore, instead of the derivative principle, it is my submission that the federation be restructured into a loose federation with more powers given to the federating units to enhance peace, unity, security, social harmony and development.

Also, Iam calling for abolishment of Joint Account Allocation Committee of the States and all allocations of the Local Governments should flow directly to the Councils. All relics of control of States on Local Governments in the constitution should be removed.
All elections into every office in Nigeria should be conducted by Independent National Electoral Commission; therefore, States Independent Electoral Commissions should be abolished. To guarantee credible electoral system, Constitutional powers of appointing the Chairman and all Commissioners of Independent National Electoral Commission be removed from the Office of the President and vest in the National Assembly through direct nominations by the people base on the South African model.

The appointment and control of Economic and Financial Crimes Commission and Independent Corrupt Practices Commission should also be removed from the Office of the Attorney General of the Federation. The National Judicial Council should be vested with the powers of nominating the officials subject to confirmation by the National Assembly for effective performance instead of been used as machine for victimization of perceived political opponents.

Peace in not a good neighbor of injustice, therefore, in all dealings public officials must be just and fair to all manner of people without fear or favor, then peace, unity and harmony will flow like the rivers Niger and Benue in the North.
The clamor for National Sovereign Conference under Constitutional arrangements is equivalent to invitation to political suicide. It will not be possible except defector beneficiaries of power relinquished same for the emergence of another sovereign to preside over the liquidation of Nigeria.

This is macabre dance will consume the sponsors. The North is not afraid of National Sovereign Conference but at the same time we cannot abdicate our responsibilities as custodians of the union to the excesses of bad leadership trying to take refuge under mischief. The unity of the country was defended by people's blood; therefore it will amount to betrayal of trust if power shift will mean disintegration in some quarters.
 Nigeria will remain a sovereign indissoluble nation under God, while advocates of balkanization will be put to shame.

BIOGRAPHY OF SOLOMON SELCAP DALUNG

 Barrister Solomon Selcap Dalung popularly known with his people's celebrated traditonal title of 'Igbarman Otarok' meaning the 'thunder of tarok nation' was born on the 26th of September 1964 in the town of Sabon Gida within the then Resettlement Area which was a creation of the colonial masters to resettle and rehabilitate war veterans of World War II. This Resettlement Area is currently known as Langtang South Local Government Area.

Dalung has not buried anybody as his parents are still alive and living in Sabon Gida. His father Fabong Dalung Wazhi is a retired Director of Health of the Taraba State Local Government Civil Service, his mother Nalkat is a full time house wife. His grandfather, Dalung Wazhi Mwacit was a wealthy man of his time. The ancestor Miri Kander of Jwakbar was a hunter who once left his village in Langtang to Ibi in the present day Taraba State for a hunting expedition. While in the bush, he came across a white Europeans disembarking from their ship at the bank of river Benue at Ibi in the present day Taraba State. He knew them as humans based on a tarok folklore of 'ngotgot nyangalang acham lala' meaning that there were people who were to come. They are white, wear iron cap, ride on an iron horse, eat in iron dish and everything of theirs is iron. He recognised that these were the much anticipated visitors and performed the traditional rites of surrender by throwing his weapons on the ground and bowing down. The white men became convinced that he was not only understanding but meant no harm. The whitemen were quiet impressed. Therefore, dressed him as a king by adorning him with beads on the neck and bangles on his hands while the Union Jack hung on his shoulder. He became an official mediator between the colonial masters and the natives leading to his influence and affluence. This historical event changed the course of history by giving his extended family a stake in the kingdom of Gazum Chiefdom in Lantang South.


Dalung had his primary school education at Local Education Authority Primary School Sabon Gida town in Langtang South Local Government Area from 1971 to 1977. He then proceeded to Government College Keffi, currently in Nassarawa State, for his secondary school education.


Against the tradition of joining the military that is common to tarok people of Langtang, Dalung chose to join the Nigerian Prisons Service in the early eighties. In 1991 while still in the Prisons Service, he enrolled to study Law at the Faculty of Law, University of Jos. The unpredictable academic calendar that characterized the Nigerian University atmosphere at that period saw him spending a whole nine years before bagging Bachelors of Laws, (LLB). He proceeded to the Nigerian Law School, Bwari, in Abuja, graduated in 2000 and was called to the Nigerian Bar in 2001.


After passing out from Law School, he took up political appointment as Personal Assistant to Chief Solomon Lar,CON, when Lar was appointed as Adviser Emeritus to President Olusegun Obasanjo. This job lasted until 2003. In 2004, he took up an appointment with the Faculty of Law of the University of Jos as a lecturer. As a lecturer, he has had the opportunity of attending leadership trainings courtesy international Human Rights Organizations. In 2005, he combined his job as a lecturer and study while pursuing a post graduate degree in Law. His Masters in Laws (LLM) program successfully ended in 2007 and was appointed the Chairman of Langtang South Local Government Area the same year. As Chairman of Langtang South, he also served as the Plateau State Deputy Chairman and later Chairman of the Association of Local Government Chairmen of Nigeria (ALGON). His tenure as Local Government Chairman ended in May 2008. He then returned to the University of Jos. He made an attempt at representing Langtang North and South at the National Assembly but lost.


Dalung joined the Prisons Service as a Prison Assistant in 1982 and rose to the rank of Assistant Inspector of Prisons. Following his training as an attorney, he was moved to the Legal Department at Prisons Headquqrters Abuja in year 2004 where he served as Legal Officer II in the prisons headquarters prior to retirement in December of that same year.


Dalung’s strong condemnation of the political regime is inherited, as political criticism runs in the family's blood up to his great grandfather. According to Dalung, “governance is a social responsibility and a democratic leader is equivalent to a human god, having the responsibility to determine the destiny of fellow human beings. He did not acquire power by conquest, strength or might but either by charisma, bureaucracy or law. There is an instrument that confers that power on him and is expected to exercise it within the parameter of the enabling authority.” Abusing this power irritates him. This is not just an additional factor that shaped his critical political attitude but the most dire of these factors.


In Langtang South Dalung is referred to as “the man who brought coloured roofing sheets,”due to his massive infrustrational transformation of public facilities during his tenure as Chairman. He is a Christian and is married to his wife, Naomi, whom he fondly refers to as First Lady, her status while in office as the wife of a chairman and is a father to six children, Changfa, Nalfa, Selbol, Malmicit, Manmak and Nanya.

“WE HOLD JONATHAN TO ONE TERM VOW” - EX-PRESIDENT OBASANJO'S SPEECH AT THE PDP PRESIDENTIAL CAMPAIGN GRAND FINALE [26-March-2012]

Mr President,
We are here because we believe in what I call Nigerian dream. Mr President, we from the South West we were the first to collectively stick out our head to say this is the way, and what is the way? ''The way of Goodluck Jonathan for Nigeria. A Nigerian dream entails collective aspiration, collective hope, collective objective, collective target and collective fulfillment . It also entails our communality. And what is our communality in Nigeria? What is the communality between me and my brother from Sokoto? What is the communality between me and even my brother from Yenagoa?  What is the Communality between me and my brother from Maiduguri? What is the communality between me and my brother from Badagry or even from Ekiti? It is Nigerian identity. Nigerian Identity! That is our communality.

If you say the communality is that we belong to the human race, so do the Europeans, so the Americans, so the Asians. But we are one communality, one identity, Nigerian identity. If we have a common identity, then we can have a common Nigerian dream.
For me I see a Nigeria dream of land of unity in diversity. For me, I see the Nigerian dream in equal opportunities for all Nigerians; land of freedom and choices; land of prosperity, fairness, peace and justice; land of love, care, harmony among its people; land respected internationally and playing its rightful role within the comity of nations and land where no one is oppressed, discriminated against, enslaved or disadvantaged.

For instance, let me go to an element of one of the aspects of the dream. When I was a young man, leaving secondary school, there was only one University in Nigeria. The opportunity for young men to go to university in Nigeria was then limited. Today there are 117 Universities in Nigeria expanded and enhanced opportunities. We have to match that with opportunity to access to employment and to good living standard. Your excellencies, this I believe is attainable and as a political party we in PDP have dreams. ''We have set about actualizing our Nigerian dream. You will see this in the formation of PDP. The history of the PDP speaks for its self. The constitution of PDP, the manifesto of our party and the performance of our party so far. We have set our hands on the plough and there is no looking back for PDP.

Drawing from our national Constitution which upholds Federal Character, we are the only political party that enshrines Federal Character in our Constitution through zoning and rotation.
And we should be proud of that. For us and for the foreseeable future that remains sacrosanct, I am an apostle of Federal Character under Murtala/Obasanjo administration and I cannot now preach anything different. The accident of history of the recent past must be understood for what it is, an unexpected situation and PDP as a party has addressed that issue.

At the last meeting of BoT of our party last Saturday, the issue was tabled by the president as it was raised by three distinguished members of our party a day before that BoT meeting with the President. I was mandated to take up the position of the party with the three distinguished members of our party who raised the issue. They are General Ibrahim Babangida, General Aliyu Muhammed and Alhaji Abubakar Atiku.

The following day, that was last Sunday, I took up the matter with General Ibrahim Babangida who expressed to me that the issue is not the accident of history but rather it is the issue of perception in some quarter that Federal Character, zoning and rotation as established and practiced by PDP have been jettisoned and permanently cancelled.
I on behalf of the BoT allay the fear and I promised a public report while he briefs the other two party members with whom we saw the president on the eve of the BoT meeting.

What am I saying? What am saying simply is that Federal Character, zoning and rotation in our party is alive and kicking. I personally see the practice of Federal Character, zoning and rotation of key political and governmental positions and offices by the PDP, if it will continue to be the ruling party in Nigeria, I see that position beyond my life time. It will only happen when unity, stability and democracy have been established with full confidence and trust by every body in the system and within the polity and among the participants for factors of competence, performance and track record to become predominant. PDP should be praised for being the only party that enshrined Federal Character, zoning and rotation in its constitution and also practicing it.

PDP has brought stability and substantial predictability to the polity and to the system. I do not know who will be the President of Nigeria after Dr. Goodluck Jonathan. That is in the hand of God. But with the PDP policy and practice, I can reasonably guess from where in terms of section of the country from where the successor to President Goodluck Jonathan will come and no internal democracy or competition will be hereby destroyed.

The recent resort to sentiments and emotions of religion and regionalism is self serving, unpatriotic and mischievous to say the least. It is also playing on dangerous emotive issues that ignite uncontrollable passion and can destabilize if not destroy our country. It is oblivious of the sacrifices others have made in the past for unity stability and democracy in Nigeria in giving out their lives, shedding their blood and in going to prison. I personally have done two out of these three sacrifices and I am ready to do the third if it will serve the best interest of Nigerian dream.

Let me appeal to those who have embarked on those dangerous roles to desist from taking us on a perishable journey. A common identity as Nigerians there is more that binds us than separate us.
I am a Nigerian born a Yoruba man and  I am proud of those identities, as they are for me complimentary. Our duties, responsibilities and obligations to our country and citizens and indeed as leaders must go side by side in our likes and demands. There must be certain values and virtues that would go concomitantly with our dream.

Thomas Payne said and I quote "my country is a world." For me my country I hold dear. On two occasions I have had the opportunity, thanks to God and thanks to the people of Nigeria, to work for my successors in the government of Nigeria.  On both occasions, I never took the easy and destabilizing route of ethnic, regional or religious consideration rather I took the enduring route of national, uniting and stabilizing route. I worked for both President Shagari and President Yar'Adua to succeed me. Not just because they are Muslims, northerners or Hausa /Fulani, but because they could strengthen the unity, stability and democracy of Nigeria. We of course, with all the displeasure of ethnic chauvinists for doing what is right for our country, that is in the nature of the burden of leadership. A leader must lead no matter whose ox is gored.

In the present circumstance, let me reiterate what I have said on a number of occasions, electing Dr Goodluck Ebele Jonathan in his own right and on its own merit which is there to be seen as the President of Nigeria will enhance and strengthen our unity, stability and democracy and it will lead us towards achievement of the Nigerian dream.

We are impressed with the report that Dr Goodluck Ebele Jonathan has already taken a unique and unprecedented step of declaring that he would only want to be a one term President. If so whether he knows it or not, that is a sacrifice and it is statesmanly. Rather than vilify him and pull him down, we as a party should applaud and commend him and Nigerians should reward and venerate him. He has taken the first good step, let us encourage him to take more good steps to achieve what we need to achieve for this country by voting for him in landslide victory as the first elected president of Nigeria on basis of our common Nigerian identity and for the purpose of actualizing the Nigerian dream.

THE TRADITIONS OF NSAR NGAT AMONG TAROK PEOPLE:

Culture has been defined as the sum total of peoples way of life. The World English Dictionary defines culture as the total of inherited ideas, beliefs, values, and knowledge which constitutes the shared bases of social action, or the total range of activities and ideas of a group of people with shared traditions, which are transmitted and reinforced by members of the group: the Mayan culture. 

According to Dictionary. com traditions means the handing down of statements, beliefs, legends, customs,information, etc., from generation to generation, especiallyby word of mouth or by practice: a story that has come downto us by popular tradition.

From this background, it is certain that human behavior like dressing, belief, language, economic activities, marriage, procreation, socialization, agricultural practices and host of social responses to dominating the harsh environment for survival can be summarize as culture. This concept has been ascribe fetish value among modern tarok people. As a result cultural practices are fast paving way for western values. Traditions which is the peoples way of doing things over a long period of time is not spared by this way of thought. The focus of this write up is to attempt to do justice to one of the significant tarok traditions that have survive modern western thoughts of some scholars and public commentators.

Ngbat is a multi colours belt with a predominant white colour use by the tarok people on different occasions and different purposes. This traditional belt is local weaved by the people and has the following values:-
1. whenever a person lose any of his parents, the maternal uncles known as okyan will tie the belt around the waist of the last child of the deceased meaning that they share with them their moments of grief and that the demise of any of their parents does not end their social ties. It also way of conveying the maternal family's condelense to the bereaved family. The nsar ngat tradition is done immediately after the deceased with have been committed to more earth.
2. Another occasion when ngbat is used among tarok is whenever a person excels in his endeavors. Here, ngbat is tie as mark of honour and it is usually at a gathering of the community or family. At this occasion the most senior member of the family or society performs the traditions, where he is too old or indisposed he can delegate the responsibilities to another person. The significance here is that the community or family is expressing their joy for making them proud. Usually it is a celebration of success and the person may be dressed with other traditional costumes like leopard skin, bow and arrow as mark of victory. Tarok people has lot of respect for the leopard skin, according to oral narration it was the commonest animal the people subdued to occupy their present location. It is also believed that the tarok people equates their behavioral pattern to than of the leopard. Of course, the unassuming disposition of the leopard that usually leave surprises with damaging consequences whenever it faces challenges is a tarok attribute.
3. The third occasion when tarok people use ngbat is when a person is to face challenging assignments, the community leader will tie ngbat around his waist signifying courage of confronting the situation. Here, the person is assured of his peoples support in whatever challenges he will undergo.

THE.DAWN OF A NEW TAROK NATION:

Events of 2001-2005 reconstructed the world view of tarok people,The nation was catapulted into unjustifiable progom. The social convulsions was inflammed by ethnic/religious bigotry which dealt collasal damage to corporate psyche of this bantoid race. Being the only benue-congo ethno phylla in the 45 ethno phyallum of the geo political configuration known as Plateau state, the conspiracy was seen by all as justifiable end of a domineering group. Instead of sympathy, the tarok received condemnation from their neighbours as paying desirable price of expansionist tendencies. Women were raped or taken into force marriages. Children were taken slavery , while youths were annihilated and men maimed and killed. The properties of tarok were either taken or destroyed. They were forced out of our natural settlements and reduced to refugees in their father's land. 

Nobody was on their side except GOD. Idinchi inan ga riri. Tarok cried out to God in heaven and He answered. Today they're are liberated and living peacefully.

Even though they may have not recuparated politically, adversaries should celebrate their absence from the political landscape with great sceptism as tarok remains an indispensable force in socio political configuration of this nation. Events are fast unveiling folly's of antagonists of tarok nationalism. The younger generstion must realize these realities so as to resist the temptation of submitting to contemporary paolitical intrigues which is deceitful. More so does not even contemplate tarok's interest. We hold sacred that the power of evil over good is temporal. As a people we have been fair and just in our relationship with our neighbours but what are we getting today in return: hatred and discrimination.

It may sound funny but it is the truth. The up coming generation must draw curtain to bad history and treat tarok ladies with genuine love, care and concern to rebuild confidence otherwise, the younger ones are already scared and may not be willing to have any thing to do with tarok men. Afterall, the co lour of a yellow leave is a warning to the green leaves.

It is a pathetic situation that some people because of glorified slavery status which confer control of some pea nuts in the houses of some of these politicians they have decided to even sacrifice the future of the families in defence of their stomachs. This is how bad human beings have been dehumanized.

In view of all these, there is great hope for a relaunch which requires men of courage,proven integrity, vision, determination and above all selfless young leaders to champion the movement of tarok nation from the shackles of poverty and squalor. They must be free from greed, clannish chauvernism, opportunism, deceit and coveteousness. 
The dignity of human person must be taken seriously against the back drop of worship of materialism. Political leadership should no longer be used as spring board to greatest or an avenure to re brand new generation oppressors who will not look different from the old order. As it is today, tarok politics is poverty allevation where people without any definite devlopment plan aligned themselves with men in power to hijack leadership just to encourage mediocrity where patriotism has been compromised, while the overriding consideration of tarok groans for attention. 

This despicable state of affairs remains issue of mere bear parlour attitude with many mjddle class tarok younger generation indicating concern with little effort. Frank Fanon once stated that 'the future has no pity on those men who posses the exceptional privillege of saying word of truth to their oppressors but chose to take refuge under silence, mute indifference and sometimes cold complicity'. Of the risk of challenging injustice is great but how long shall this continue. It may look like our general has surrender to political slavery. However, as people who know God we should re enforce our courage and refurblish our patrotism with the Biblical saying that 'you shall know the truth and the truth shall set you free.'

Looking at the magnitude of decay in the social system, one may be tempted to postulate that hope is not close by. Our tarok ladies are at best the equivalent of the Italian sex workers manipulated whimsically for the satisfaction of the male greed. Even those that have conquered the mental battle must subscribed to bed test to secure employment even in Civil Defence, Peace Corps or Operation Rainbow. Yet. the very people who perpetuate these atrocities are front burners of demeaning the integrity of the tarok lady or at best portraying them as lacking in character to be house wives. Therefore, they pick foreign women for their children or dis encouraged their children from marrying them. The implication of these is that tarok has a battalion of matured unmarried spinsters carrying the status of senior aunties.
The standard of education has completely fallen. In order to add salt to injury, tarok political god fathers and mothers patronized men of little or no knowledge as fronts. in doing these they have rubbished the essence of education. Since, it does not require education for them to submit names of their surrogates for appointments. These caliber of people loot local public treasury to own choice properties while graduates room the streets without work and this does not matter because their parents are not known or they belong to a clan or that they have sympathy for opposition party. Even some people are carrying the cross of the sins of their parents. Of course this conspiracy against education can only confer advantage on the children of the privilege few who benefited from community efforts but are bent on creating dynasty.
However, Tarok will rise again and occupy its rightful place amongst commity of promising nations. The Nehemiah of the new vission must be men and women of resillient character full of passion to succeed. Men and women of unrivaled courage.

Their focus must be directed by love and care for their people. In this case, humility will be their energy while patriotism is their religion, 
where equity, justice and fair play shall be the foundation. A society where nobody shall be judge by his clan or his social background but by what he can offer for tarok nation. I HAVE THIS DREAM TODAY.

THE CHALLENGES OF DEVELOPMENT IN TAROK LAND: A CRITIQUE.

Some Anthropological theories suggested that tarok origin has connection with the Bantu race of either South or Central Africa. Presently, Tarok occupy predominantly the Southern parts of Plateau State ge o-politically known as Southern Senatorial District. Tarok people are found in ten Local Government Areas of Plateau State. There is sizab
le demographic statistics of Tarok presence in Pankshin, Kanke, Kanam, Wase, Mikang, Quan-Pan, Shendam, Langtang North and South Local Government Areas.

Writing in 1932, A.B Matthews, the Colonial Administrator opined that the father of prototype Tarok is one Vonghro who first settled in Tal in present day Pankshin Local Government Area. According to report of the District Officer of Lowland Federation, oral traditions had established that Tarok people had spent over two hundred years in their present location prior to colonial expedition. Matthews stated further that Vwarka the son of Vonghro left Tal due to dispute over sharing of meat portion from hunting expedition. This act of denial of traditional rites provoked identity consciousness about the nature of social relationship of Tarok and Tal. Vwarka realised that they were not the same people. Therefore, the tarok ancestor with his three children, Wan, Gunnung and a female and left for Lagan Hills in the present day Gazum Chiefdom.

Like Jews, the tarok do not count female children while taking family data, so the name of the daughter of Vwarka is not mention in Colonial documents, and much about her remains a topic of search for Scholars. The name Tarok is taken from Tal sojourning meaning the "overflow of Tal".
It is worthy of note that the Tal migratory theory is not comprehensive as documented because it did not extend to the Pye Tarok migration theory. This include Gyhang, Kwallah, Timwat, Gbak, Oga pye etc who arrived earlier.
The portion of the meat which resulted into the departure of Tarok from Tal Hills is known as "izhie bin". Its a very significant tradition with enormous implications on social bound amongst Tarok people. The traditions requires the sharing of meat portions amongst all the Sub Clans with ancestral lineage or inter reactions. Also, clans that shares historical inter-reaction during migratory long walk are beneficiaries.

As a descendant of Vonghro, in Tal, Vwarka was entitled to a portion of the meat based on traditions. Therefore the act of injustice did not only threatened relationships but also created insecurity for the Tarok people amongst Tal. The only alternative was to relocate to a more secured environment which would accommodates them. Izhie bin tradition is still practice among Tarok with the same significance as it were in pre Colonial period.

Tarok contact with western influence was when one Miri Kander of Jwakbar met with a white-man by River Benue at Ibi in present day Taraba state while on hunting expedition. Miri Kander was decorated with a bead, hand bungle and Union Jack which he carried on his shoulder. The correct date of this event is not recorded, however, Church of Christ in Nigeria, COCIN acknowledged this ground breaking historical fact in their publication 'Let the light shines, co authored by Elias Nankap Lamle.
In 1907, a group of Scottish Christian Missionaries under the leadership of Mr Cooper arrived Langtang from Wase. The team had earlier set up Camp there in 1900 but had their settlement razed down and were expelled by the Emirate regime.
The Tarok traditional leaders welcome the Missionaries by assisting in constructing dwelling and Worship places. It is worthy of mention that it was the Ponzhi Rim and his Council of Elders that was the authority. There were no Christians then except the Missionaries. The hospitality of Tarok to the gospel linked Tarok nation with the outside world as the missionary activities brought about rapid transformation in Education, Health, Social Development Sectors. It furthermore, altered the quality of living standard of the people with modern influence. The then dominant traditional religion considered Christianity as having an ally with great potentials for future, therefore it must be accommodated.

There was mutual understanding between Ponzhi Rim, who was both the political and spiritual authority. Tarok is an acephalous society has no centralised authority within the social organisation. Every Clan and Sub Clans have Ponzhi Rim that relates with each others base on respect, understanding for harmonious co-existence. Tarok society is a confederation with autonomous federating components united by common language, customs, traditions, folklores, myths, ancestors, culture. The social bond is quite formidable that beats imaginations of contemporary political organisations.
Today, the Ponzhi Rim occupies the position of Ponzhi Nbin with the same status and responsibilities, however the influence has eroded greatly with the emergence of the institutions of Ponzhi as leaders of traditional bureaucracy. Also, the diminishing relationship between Christianity on one hand and over bearing tendencies of western civilisation on the other has considerable impacted on the authority of the institution of Ponzhi Bin.

Worthy noted is the collapse of traditional social control mechanisms for enforcing moral development. This decay in no small measure contributed in destroying the traditions of the people and widening the understanding between diverse existing beliefs. Early missionaries respected and observed all traditional practices including festivals, which endeared them to the people. These were people with great interest in making disciples for the Kingdom, therefore, they demonstrated humility with respect for the culture of the people. Little wonder, they succeeded but today, the scenario is that of antagonism, what went wrong?

Tarok unity will remain a mirage unless the tarok Christians adopt the evangelistic strategy of early Missionaries. Cooper was visiting Ponzhi Rim, how many men of God in Tarok today are willing to do that? The crux of Christianity is love, as confirmed in the Scriptures "without love no body can please God". Are the Tarok Christians as loving as the early Missionaries or they are on a jihad with the traditionalists? The on going acrimony between the Church and the traditionalists is the bane of tarok unity.
Some school of thought have recommended the use of legislation or state instrument to deal with recalcitrant traditional adherents. They contend that re occurring classes between the duo has damaged the image of tarok and radical decision of eradicating certain traditional practices be taken by the state. To me, this idea is egocentric which seek to employ force as religious crusade. It will achieve nothing less than chaos.

There are plethora of pending litigation in Courts between the two sides. These Scholars of attributed aberration in traditional practices as responsible for under-development in Tarok land. Special reference is made about masquerade festival known as "nche orim". This festival according to the anti traditionalist is counter productive with adverse economic consequences on development. Furthermore, they contended that this practice is against modernisation because it failed to recognise the emerging cosmopolitan nature of Tarok society. They blamed the traditionalists for some excesses which includes brutality and high handedness against Christianity. Some instances were referred to in some publications to buttress these arguments which tends to suggest that its time for Tarok people to consign traditions to the dustbin of history and embrace western traditions.

As appealing as this thinking may be, it lacks common logic. It failed to address the gemane questions of dis unity and under development. Blaming traditional practices is mere shadow chasing which exposed the weakness of their understanding traditional equations. Granted that there are certain unjustifiable acts of the traditionalists that are condemnable. They are excesses of the individuals and not of the institution of traditions.
Is the Ponzhi Nbin the political authority of Tarok people today? Or are the corrupt practices, looting of public wealth, brazen display of ill gotten wealth, selfishness part of Tarok tradition?

It is a fact that the Igbo and Yoruba societies are the most advance in contemporary Nigeria, have they abandon their traditions? These Communities have been able to exploit their rich cultural heritage as spring boards for rapid socio-economic transformation. Instead of generating ideas base on cultural configuration to kick-start positive advancement, hypocrisy, primordial sentiments with religious bigotry had infected collective resolve for progress. Bye and large, some contemporary Christian practices provides sanctuary for display of ill gotten wealth in the name of thanksgivings. At best, the Tarok Church is looks like safe haven for ritualists, occultists, money bags with privileges of reserved seats because of their Offering capacity. All these cannot be blamed on traditional practices?

The delima of Tarok nation is that the worship of materialism has displaced charisma and self independence as motivational drive to greatness. For fear of humiliation Tarok can say to hell with you but certainly not today, what has happen?
It is my opinion that instead blaming cultural heritage and practices,Tarok should bury all difference and maximise its potentials for the benefit of all.
